    The Tourism Business Council of South Africa

    The Tourism Business Council of South Africa (TBCSA) is the voice of the tourism business sector involved in tourism. The TBCSA was established in February 1996 by leading tourism businesses. Its primary purpose is to engage with all stakeholders in developing macro strategies that create an enabling environment for tourism development. The TBCSA does not replace the trade associations. Trade associations, representing their members interests are members of the TBCSA.

    The Council represents the business sector of the tourism industry. It ensures that through comprehensive, united and effective representation at national level, the appropriate macro strategies are adopted. These strategies require the development and maintenance of an environment in which international and local tourism will prosper, as a national priority, and in which the business sector will be able to achieve successful growth and development, while ensuring the protection of our natural and cultural heritage.

    Tourism Marketing Levy South Africa TOMSA (Tourism Marketing Levy for South Africa) was set up in 1998 to provide additional marketing funding for South African Tourism for promoting destinations South Africa internationally.

    TOMSA has grown from collecting R9.9 Million in 1999 with under 50 members, to collecting in excess of R60 Million in 2006. The marketing of Destination South Africa has increased dramatically over the same period and South African Tourism now actively promotes the country in twelve core markets around the world.

    They now have sufficient funds to address both tactical and potential source markets for the 2010 Soccer World Cup.

    The core markets where TOMSA funding is utilised - include USA, UK, Germany, France, Italy, Netherlands, Kenya, Nigeria, China, Japan, India and Australia.

    South African Tourism also invest marketing funds to stimulate and grow the domestic tourism market and have a dedicated Business Tourism marketing unit to promote these world class offerings.

    The Tourism Enterprise Partnership (TEP) is a public-private partnership between the Department of Environmental Affairs and Tourism and the Business Trust.

    TEP facilitates the growth and development of small, micro, and medium-sized enterprises (SMMEs) in the tourism economy, resulting in income generating opportunities and sustainable job creation. This is achieved by assisting SMMEs to identify business opportunities and to equip themselves to take advantage of these business opportunities.

    Federated Hospitality Association of Southern Africa

    Ensuring a sustainable and profitable business environment for the South African Hospitality Industry Putting you first!

     In its role as a Trade Association, FEDHASA represents member interests on most recognised public and private sector economic, business and environmental forums. Close ties with organizations such as South African Tourism, the Tourism Business Council of South Africa, the Department of Environmental Affairs, the Department of Forestry & Water Affairs and many others, ensure member participation and input at the highest possible levels.

    The Southern Africa Tourism Services Association (SATSA) is the member driven association representing the private sector of the incoming tourism industry in Southern Africa. SATSA is a non-profit association, dedicated to providing and maintaining the highest possible standards in the tourism industry within South Africa.

    Enterprise Investment Programme(EIP

    New investment incentive – Enterprise Investment Programme (EIP)

    The Minister of Trade & Industry, Mandisi Mpahlwa, announced the long awaited investment incentive grant, the Enterprise Investment Programme that replaces the Small Medium Enterprise Development Programme on Thursday 3 July 2008 and published in the Government Gazette Friday 4 July 2008.

    The EIP has two sub programmes with specific industry focus on manufacturing, the Manufacturing Investment Programme (MIP), and tourism, Tourism Support Programme (TSP).

    The EIP is legislated to run from 21 July 2008 for a six year period ending July 2014. This allows for applications to be submitted from 21 July 2008.

    Applications under the new incentive programme must be made at least three months prior to the start of production for an establishment or expansion project. Applicants are further required to apply and receive approval for the investment prior to acquiring investment assets.

    The benefits are calculated as follows:


    • Total Qualifying Investment less than R 5 million: The benefit is calculated at 30% over a three year period of the total qualifying investment.
    • Total Qualifying Investment greater than R 5 million and less than R 200 million: The benefit is calculated on a regressive scale from 30% to 15%over a two year period of the total qualifying investment.
    • The total benefit is limited to a maximum of R 30 million over the period of the incentive term.

    The following broad asset items would qualify for incentivisation under the EIP:

    • Capitalised machinery and equipment
    • Owned land and buildings
    • Rented land and buildings – limited to 20% of machinery and equipment qualifying value
    • Customised commercial vehicles (eg refrigerated trucks)

    A Foreign Investment Grant (FIG) is available to foreign owned legal entities applying for benefits under the MIP in order to assist with the costs of relocating machinery and equipment to SA.

    The FIG is not available to legal entities applying for TSP benefits.

    The available benefit under the FIG is calculated at 15% of the qualifying cost limited to a maximum of R 10 million.

    Only incorporated legal entities can apply for establishment and expansion investment benefits under both the MIP and TSP. Legal entities in the clothing and textile sector can apply for specific upgrading benefits.

    Broad Based Black Economic Empowerment (BBBEE) is a requirement for both the MIP and TSP. BBBEE compliance certificates are required for submission of both applications and claims.

    The Small Enterprise Development Agency (SEDA)

    The Small Enterprise Development Agency (seda) was established in December 2004 in terms of the National Small Business Act. This law merged the previous small enterprise development agencies Ntsika Enterprise Promotion Agency, NAMAC Trust and the Community Public Private Partnerships (CPPP) into a single small enterprise support agency.

    The mandate of seda is to design and implement a standard national delivery network that must uniformly apply throughout the country. Its role includes the support and promotion of co-operative enterprises, particularly those located in rural areas.

    The work of seda is carried out in line with the Department of Trade and Industry’s Integrated Small Enterprise Development Strategy, which aims to:

      • Strengthen support for SMME’s access to finance
      • Create an enabling regulatory environment
      • Expand market opportunities for specific categories of small enterprises
      • Localise small business support through a grid of seda-coordinated information and advice access points
      • Initiate a national entrepreneurship drive and expand education and training for small business
      • Co-fund minimum business infrastructure facilities in local authority areas across the country
